LINk supports patients’ concerns about the LISTER SURGICENTRE - 24 April 2012

Challenge:  
Since its opening in September 2011, there have been numerous concerns about the Lister Surgicentre (run by Clinicenta). Concerns have focussed on the length of time patients were waiting for appointments, having appointments and surgery cancelled and being unable to contact anyone at the Centre.

Hertfordshire Society for the Blind reported that some people had been waiting months for appointments.

Action:         
The LINk Chair wrote to the Surgicentre manager to ask him to review the whole appointment system. The Chair also took up the matter NHS Hertfordshire who is the commissioner of the service and asked to investigate.

Local Care Quality Commission (CQC) was informed.

Outcome:    
NHS Hertfordshire is reviewing the situation and is keeping LINk informed on the actions taken. The CQC conducted an unannounced visit and raised a number of concerns to which the Surgicentre is required to respond. The situation is under review.

Malcolm Alexander, the Chair of the National Association of LINk Members (NALM) has been concerned by the announcement at the recent health bill summit. Last week, the government announced its intentions to strip Local HealthWatch of its statutory status

Alexander has penned a letter to the press urging Health Ministers to abandon their plans to strip HealthWatch of its statutory status. This letter has now been published in the Daily Telegraph and the Guardian, along with 108 signatories from 63 regional LINks, including Hertfordshire LINk.  

You can still add your name/LINk to the list and it will appear on the NALM website:www.nalm2010.org.uk. Tomorrow NALM will meet with Health Minister Earl Howe and in the hope of negotiating a successful way forward

Code to Treat People with Dignity - 22 February 2012
The National Pensioners Convention has today launched a new code of dignity, which it is calling on all nurses and care workers to sign in order to prevent abuse of older people. Calls for the new code are made in a letter to The Daily Telegraph, signed by care minister Paul Burstow, shadow care minister Liz Kendall, and a range of charities, trade unions and academics. The letter calls for hospitals, care homes and other institutions to agree to a set of common standards of care for the first time to prevent cases of abuse and neglect. Dot Gibson, general secretary of the National Pensioners Convention, said: "Providing someone with personal dignity must be a basic requirements in any care setting."

Extended ITPD submission date

We are now in the full throes of evaluating the bidders’ ITPD (invitation to participate in dialogue) submissions. The deadline for submissions was moved to 7 November, as some bidders raised key issues that required further time. This is a significant project and, as a result, we extended the timeline for all bidders to ensure that everyone’s challenges were accommodated, as far as appropriate. We recognise that, for some, this may have been disruptive, but we spoke to each of the bidders to ensure that they were confident they had everything necessary to prepare their submissions.

We have tried hard to reduce the impact at the end of the timeline so that the project can ‘catch up’ and have minimal impact during the implementation stage.

Clinical commissioning groups – ‘home visits’

Dr Hemal Desai and Rowan Procter, our TPS clinical and project leads (respectively), have been visiting regional Clinical Commissioning Groups (CCGs) in the recent weeks. The visits are to ensure that they are fully aware of the project and have the opportunity to input their thoughts and requirements directly. Hemal and Rowan have now visited groups in Suffolk, Norfolk, Great Yarmouth & Waveney, South Essex, North Essex and Hertfordshire. Union and management dialogue

All local and regional Unison, Unite and BMA representatives were invited to a TPS briefing meeting on 18 October. Provider managers were also invited so that all project updates are shared simultaneously, ensuring a consistent message and encouraging valuable cross table dialogue. These monthly meetings ensure that the needs of pathology staff are being reinforced by both the project team and the providers, but are not intended to discuss the details of individual proposals.

Pathology services commissioning guide

The SPT has been asked by the Department of Health to work with commissioners to develop a pathology services commissioning guide. The guide is designed to help commissioners to commission high quality, efficient and affordable pathology services fit for the future. The guide will include tools to support the commissioning of pathology services in different scenarios including:

  • local negotiations with providers
  • local tender of pathology services
  • regional transformations of pathology services

We are scheduled to complete our work in February 2012, after which the Department of Health is planning to launch the commissioning guide with the help of primary care commissioning.

Pathology Services Review - 21 October 2011

Hertfordshire LINk were approached and asked to hold a Pathology Service Review focus meeting by the NHS East of England Strategic Health Authority, Strategic Projects Team. This created a great opportunity for LINks members, as frequent users of this service to feed into the review about their experiences on:

  • where and when they have their tests taken
  • how they receive their results
  • what could be improved
  • what currently works well

Feedback from the focus group was positive and attendees felt empowered to have their say. Samantha Sherratt, Marketing and Stakeholder Engagement Manager who attended on the day thanked Herts LINk saying "The contribution from your members was excellent; so thank you". Information from this focus day has helped prepare a document called "Transforming Pathology Services: Views from Patients and GP's" and can be viewed below (please click on "read more" to open document)

Kids East HUB Event - 08 July 2011

Chantal and Nuray attended “What’s happening at the HUB” at the Kids East HUB on 19th May. It was well attended with 100 attendees and 32 organisations. This provided the opportunity for parents to speak to service providers and find out more information about what is on offer.
